The program must operate in California or serve a California population, and it must meet at least one of Ability Central's three criteria: bold new venture, urgent need, or a fresh approach to an existing problem. Organizations with exclusively sectarian purposes or those funding capital campaigns are not eligible.

Ability Central prioritizes applicants with strong governance—independent board, whistleblower policy, and document retention policies—so established organizations with clear accountability structures will have an edge over newer ones.
