Competitive: applications are reviewed against three hard criteria—evidence of impact, cost-effectiveness, and potential to reach over 1 million people at scale.

Funding decisions are made by expert panels convened several times per year. Only applications that pass initial review advance to a detailed diligence phase, and the fund reserves the right to decline incomplete or primarily AI-generated proposals without comment.
